Summary: In this Dissertation chapters were drafted in such a way as to establish initially a panorama of the history of public policy over time and its relationship with culture, passing by the concepts of public policy of culture, analyzing the models of cultural policies and cultural management in democracy. Then it has done a study on the cultural policy since the 80, and then parsing the participation of public institutions in the development process after 1988. Before the new Constitution was released an analytical look on your reflexes in the field of culture since liberalism until the second decade of the 21st century, as well as a vision of the Ministry of culture on contemporary art. Only then were surveyed with more depth the public policies for culture in the State of Espírito Santo, considering the performances of public institutions in the development process, offered by applications of Edicts and their developments, linked to each field of cultural segments that are beneficiaries, focusing on the dimensions of culture and the dilemmas and alternatives of public cultural policies with respect to the excluded. From there an approach was made of several segments of the State art his performances and his shortcomings, taking as a point of support the Edicts. Was analyzed the State plan of Culture in the context of its relationship with cultural segments, considering its original conception and the present state. Were also analysed the implications of cross-cutting actions between the various government bodies and culture with a view to the Equalization of public policies for culture for the State.
